The short answer is Yes... By employing a radio transmitter amongst alternative ways. This is quite inefficient because the transmitters are largely omnidirectional. Using a high gain transmitting antenna would improve things. This can involve operating an electromagnet with an AC waveform. The result is a magnetic field that is being created, collapsing, being made in the alternative direction, collapsing and repeating. Propulsion systems, however obviously the ability supply would be a downside - unless they could transmit electricity to the vehicles. I wondered if we'll ever see industrial aircraft operating on transmitted electric, using some form of electrical propulsion routine (plasma?) . The terribly earliest work done was by Tesla and he showed that power can be extracted from an electromagnetic field. The downside with commercial applications is that the sphere strength is large enough to be dangerous to folks, it's difficult to come up with giant fields with that level of power density, and the entire scheme is terrible inefficient.
